lawrence, who has been tracking sandy this morning. >> been watching it all afternoon. a lot of flooding. sandy continuing to move through. not only that, producing tons of snow in the mountains. we'll have more on that and the possibility of rain on halloween coming up. >> just overnight load work could slow you down including 101 through palo alto. we have more brake lights throughout the east bay. we'll show you more on your tuesday morning drive coming up. >> while sandy is no longer classified as a hurricane it's causing major problems in a wide swath of the northeast. sandy is now connected to the deaths of 16 people in the u.s. an estimated 6.2 million homes and businesses are currently without power across 16 states and washington, d.c. in the hard hit big apple the new york stock exchange, nasdaq and broadway theaters will be closed for a second straight

day. ines ferre has more on the wrath of sandy. >> reporter: a storm surge nearly 14 feet high pushed ashore flooding the coastline from virginia to massachusetts. >> it's the most flooding i have seen in all the years i have lived here. >> reporter: floodwater and high winds have knocked out power it millions of people from the snow-covered appalachian to the rain soaked i-95 corridor. >> we knew this was going to be a very dangerous storm and the storm has met our expectations. >> reporter: the situation turned critical when nyu's hospital lost its backup power supply. dozens of ambulances lined up to evacuate more than 200 patients. hospital administrators called in extra help to get the patients out as quickly as possible. >> we have 50 firefighters coming here as well, as well as from greater -- help from greater new york hospital association. there's a lot of help. but it's a challenging situation. >> reporter: just about all of southern manhattan is shut down. floodwaters are preceding but the surge was too much for the

island. >> we are seeing extraordinary amount of water throughout lower manhattan. >> reporter: this was the scene at the brooklyn battery tunnel as the hudson river overflowed its boundaries. the city's famous boardwalk took a beating. 80 sections were swept away. not far away officials were paying close attention to the oyster creek nuclear plant. rising water in the atlantic ocean prompted officials to put the facility on alert status. the second lowest status on a four tiered warning system. the nuclear regulatory commission says the plant is safe. more than 100 members of the california air national guard based at moffett field have been deployed to the storm area. the 129th rescue wing brought two rescue helicopters and two refueling planes to north carolina. from there, planes and personnel will be sent to wherever they are needed anywhere from north carolina to new england. there are warnings as far

west as chicago. cbs 5 reporter cate caugiran joins us with a look at some of the damage and rescue operations. cate. >> reporter: michelle, frank, as this storm continues to move, sandy is destroying things in her path and causing more evacuations along the way. off north carolina this was the dramatic rescue of the hms bounty built in 1960 as a replica of the original 1787 vessel. it was used in a number of films. the bounty sank when her engine filed. her crew was plucked from the ocean. questions are being raised as to why the ship was out to sea at all. >> last week they said a storm was coming and how big it was and you would have thought they would get out of that area. >> reporter: there were six crewmembers on board, 14 rescued. one person died and the ship's captain is still missing. here are pictures out of new jersey that show that extreme

damage. atlantic city became an extension of the atlantic ocean. seaweed and ocean debris swirled in the knee deep water covering downtown streets. just this morning a levee broke in the northern part of the state. the storm is being blamed for flooding, toppled trees on cars, downed power lines and thousands of evacuees forced to seek higher ground. take a look at this from manhattan. this is snapped construction crane is dangling over the city like a pendulum. the crane is 75 stories over a condo construction project. those are live pictures that you're looking at right now. this crane broke yesterday afternoon when winds hit manhattan. a nearby hotel was evacuated in case the snapped portion of the machinery broke and crashed. the storm is still pummeling the east coast and we'll be tracking its past along the way.

cate caugiran, cbs 5. it's been downgraded from category 1 hurricane to a tropical storm. lawrence has more. >> it's downgraded but still potentially devastating. we are going to see tremendous amounts of rain and still some very strong winds outside. look at sandy as it moved onshore late yesterday afternoon early evening in the east coast and yup there it comes on as a category 1. but just so much momentum, so much energy, they had that record storm surge in new york at 13 feet. sustained winds of 65 miles per hour. you can see on the back side usually you don't see snow with a tropical storm system but it was enhanced by the cold air that came down from the north and lots of snow there, 2 to 3 feet across the high country. looks like this will continue to work slowly out over the next couple of days. so before it does it's going to dump tremendous amounts of rain. there is already more flash flooding that we can cover in our newscast in the northeast. we'll have more on that coming up. let's check the roads with

elizabeth. >> fortunately the roads dry and easy commute so far. no big hot spots out there as far as accidents go. so here's a live look at the bay bridge toll plaza where you can see so far crews are -- cars are cruising across the pay gates no metering lights yet. there are some areas of fog though. you can see it in some of our traffic cameras this morning. a live look across the golden gate bridge. you can see a lonely headlights towards the pay gates and doyle drive so, so far, so good across the marin county drive on southbound 101. you will find some roadwork in lanes along the peninsula. this is in a stretch of palo alto northbound lanes. 101 between embarcadero and university avenue scheduled to wrap up in an hour and a half. often crews pack up ahead of schedule so one more live look outside a look at the silicon valley drove westbound 237 looks great out of milpitas. that is your "timesaver traffic." back to you guys. >> thank you. the storm continues to disrupt air travel including flights to and from the bay area. there have been hundreds of

cancellations in all three airports in the last 24 hours. cbs 5 reporter elissa harrington at sfo this morning to tell us what passengers can expect if they have flights today. elissa. >> reporter: frank, passengers can expect more cancellations at all three bay area airports. this storm has crippled air travel grounding nearly 14,000 flights stranding travelers. more than 200 flights have been canceled out of sfo alone. destinations affected include hubs like jfk, boston, washington, d.c., philadelphia and newark. about a quarter of flights in the united states pass in and out of new york so travelers all over are feeling a ripple effect. even if you're not trying to fly to the east coast, you still need to check your flight status. in fact, yesterday i spoke with a woman trying to get to boise, idaho. her flight was cancelled because of the domino effect. even overseas travelers have had to deal with cancellations so at sfo, so far more than 200 flights canceled out of oakland

jetblue flights to new york and d.c. were canceled. in san jose, two jetblue flights to boston and jfk have been canceled through wednesday. >> given the fact that the weather system has yet to move through some of these cities i think it's difficult to gauge the full extent of it right now. and that makes it important for passengers to check up to date with the status of their own flights. >> i was out here for a wedding, supposed to fly out last night and things happened obviously. so been here a little while. >> reporter: so far the number of flight cancellations is more than last year during hurricane irene and it could take airlines days before they return to their normal operations. here at sfo i want to show you the departure board. you can see all of these cancellations but look at this right here t says that one of the flights going to new york is on time. now, as the storm changes throughout the day, flights could change, as well. so the best thing that travelers can do, check your flight status early. keep in mind that it could change and if you do need to

make any changes try to do it at home over the phone or on your computer so that you can avoid the lines at the airport. at sfo, elissa harrington, cbs 5. >> thank you. a fire in a new york city neighborhood flooded by super storm sandy destroyed at least 50 homes. more than 190 firefighters still battling the blaze this morning. it's in queens. firefighters say about 25 people are trapped in the upstairs unit of the apartment building and that some rescues are now being carried out by boat because of chest-high water on the street. president barack obama has declared a major disaster in new york city and long island. he is putting campaign events on hold for the time being to oversee the federal government's disaster relief effort. republican challenger mitt romney will also not hold any campaign events today. romney did make an appearance in ohio yesterday but kept much of the focus on the weather. >> a lot of people are going to be facing some real tough times

the facade fell onto a sidek at about 6:30 last nig well, the collapse of a building in new york is likely storm-related. the facade fell on a sidewalk 6:30 last night leaving room on the second and third floors exposed to the elements there. this was on 8th avenue between

14th and 15th streets in manhattan. officials say strong winds a big factor. no injuries have been reported in the collapse, and it's under investigation. the storm is doing something that almost never happens. it's closing wall street for a second day in a row. flooding in the financial district is the problem. it's the first time weather has closed u.s. stock markets since hurricane gloria in 1985. the storm is not over yet. but the economic impact is already mounting. experts say sandy could cost over $1 billion in lost output, productivity and consumer spending. clean-up from the storm including power outages and structural damage could take days, even weeks to repair. and investors are worried about the potential cost of the storm's damage on the insurance industry. gasoline prices are expected to spike in the aftermath of sandy. the storm is make its way through the major oil refinery region on the east coast.

many refineries in delaware, new jersey and pennsylvania have been shut down temporarily. they might have to stay offline for days due to damage or power outages. obviously, causing a huge mess. >> yeah. an incredible night last night watching twitter and all the coverage on that. but locally, we got a big parade tomorrow and i guess our weather is looking good. >> we have some trick or treaters out there. >> that's right. >> that would love to have some dry weather. that's a big concern right now. but it looks like things will work out for the parade. for trick or treaters, might get a little tough. right now dense fog advisory continuing along the coast and parts of the north bay right now. temperatures generally into the 50s. as we head toward the afternoon the fog will lift and again lots of sunshine and mild temperatures by the afternoon. 70s in many spots inland, 60s and 70s around the bay and 60s at the coastline. high pressure still holding on here but look what's developing off the coastline looking to pay a visit on halloween as it looks like the storm system will begin to roll in. so looks like the rain is going to return the middle of the

week. the timing is the most important thing. all right. low clouds and fog this morning giving way to sunshine in the afternoon then those clouds begin to move in. the parade looks okay starting at 11:00 but by 7:00, 8:00, across parts of the north bay you have a cold front here so if you want to trick or treat, do it early in the north bay and then overnight it spreads to the south so not a complete washout for halloween evening but the showers likely to develop in the north bay. temperatures for today it will be a dry day today numbers in the 70s into san jose, 71 in santa clara, 65 in pacifica and 69 in hayward. east bay temperatures up into the mid-70s in many spots. 76 in livermore. 73 in pleasanton. 73 in the napa valley. in the north bay we are expecting about 73 in santa rosa also and 67 degrees in 69, sunny in oakland later on this afternoon. rain wednesday night through friday. saturday and sunday dry and warm. >> wednesday and thursday could be busy traffic days.

but for right now we are dry as lawrence said and everything is actually looking grade. a camera in the south bay 101 near the mckee exit where we sent our photographer this morning. headlights and taillights quiet across that stretch. roadwork in palo alto is in the clearing stages now. elsewhere to the san mateo bridge right side of your screen looks good heading out of hayward and if we get a check of the golden gate bridge, you can see them doing lane changes. you have these flashing lights right here across the deck. they are trying to reopen more southbound 101 lanes. work on the approach to the golden gate bridge. roadwork near palo alto a few brake lights trying to get rid of the cones but northbound 101 between embarcadero and university avenue. mass transit on time. back to you.

>> thank you. police have arrested a couple in a shooting in san francisco's marina district that left a man critically injured. they were arrested in san leandro late sunday morning hours earlier a 21-year-old man was shot in the head outside a halloween costume party. police say the man under arrest touched the victim's girlfriend inappropriately, leading to an argument and then the shooting. it is 4:49 now. the woman who killed nursing student michelle le is convicted of first-degree murder. prosecutors argued giselle esteban planned the attack on her former friend for months saying she blamed the woman for wrecking a relationship with her ex-boyfriend. the defense argued for a manslaughter conviction saying esteban acted in a fit of rage. the jury didn't buy it. >> i know michelle finally laid to rest in peace knowing that justice is served. >> i feel like a tremendous burden has been lifted. we never know what's going on in the jury's mind but we were hoping and praying they made

the right decision and they did. >> esteban faces 25 years in prison. the man accused of kidnapping and killing sierra lamar returned to court in san jose this afternoon. 21-year-old torres might enter a plea today. she vanished from morgan hill last march. her body hasn't been found but dna evidence links garcia torres to her. >> reporter: federal investigators say a man had a 100 cocaine filled pellets in his intestines when he was arrested at the san francisco airport. the customs department says the man was taken into custody last week after he attracted the attention of border patrol officers. they say he swallowed the cocaine in an attempt to smuggle the drugs on a flight to japan. >> i would assume the officers with technique and experience determined that something wasn't right with the way the person was walking and talking. >> the man was taken to a hospital after his arrest

wednesday and remained there until he passed all the pellets. investigators say though pellets tested positive for cocaine. on to the bay area watch a judge is expected to make a final decision today on whether victims of the san bruno pipeline explosion can sue pg&e for punitive damages. the san mateo county judge has tentatively decided against the utility in this case. more than 350 people have filed suit over the deadly explosion from two years ago. another milestone today for the new santa clara 49ers stadium. a 35,000-pound piece of precast concrete for the suite tower will be hoisted into place this afternoon as the state rejected a settlement that would have split $30 million between the stadium project and local schools. the loss is not expected to delay construction but they are moving fast. >> it's starting to look like a stadium. a man talking on a cell phone was hit by a light rail train in san jose yesterday afternoon. the man was running against the

red light across first street on component drive holding an iphone to his left ear. apparently he had a baseball cap that was turned to his left which may have blocked his view of the oncoming train. >> the cap was going this way probably block the sun. then when he walked by, boom, that's it. >> the victim was hit by the corner of the train sending him flying about 6 to 7 feet. he was then taken away in an ambulance. this is the latest example of a growing problem people walking while texting or talking and then getting hurt. >> have to pay attention. >> you really do. 5:42. one week until the presidential election. how super storm sandy is impacting the candidates during crunch time. >> plus how a mother who smokes can impact her grandchildren. >> right now, as we put a hole in that wall -- >> more likely the way he told me, i have a bunch of them come out. >> a bay area restaurant with an unappetizing problem. why it wants everyone to know.

afraid you're going to scare customers away. >> that's going to happen but also not responsible to tell the truth, when business first place? >> the manager hopes the honesty will pressure other businesses in the building to temporarily shut down to let exterminators come in and clear out the cockroaches. >> i don't know that. gives me the chills. in this morning's healthwatch, yeah, mothers who smoke not only increase their child's chance of getting asthma but also their grandchildren. ucla researchers studied rats and found nicotine affected the lungs and dna of their unborn babies. many later developed asthma and they were also more likely to have babies with asthma even though there was no exposure to nicotine during pregnancy. and there's new evidence that laws banning smoking in public places can save lives. california researchers reviewed 45 studies covering smoke-free laws and they found that in states and cities with public bans, hospitalizations for heart attacks and strokes
